Default P4x400(OS-Vista) Via Drivers Not updating VIA Pci to agp controller??

Ive installed the via update 4 in 1 with no problems trying to update the via chip PCI TO AGP CONTROLLER. I restart and go into device manager and the drivers are still windows drivers from 2006. New Windows installed 5 days ago with all updates. Trying to get New x1650 agp Video Card to work properly, upgrading from 128mg AIW 9600. I have poor performance with the NEW card. Moving windows around on the desktop ghosts. Updated bios as much as i can.

Installed older and newer ati drivers, NO DIFFERENCE. Seems that the via needs to update....

Ati Tech says to get new updates for via chips.
Any Ideas what i can do to get the via drivers to work or OVERRIDE THE WINDOWS DRIVER.

OR is my mobo just too old? Was hoping to upgrade little without buying new computer.

IS there a bios setting im missing?
