non PnP LCD monitor

I've got an ITX system with a Jetway J7F2W mobo with the VIA CN700 integrated graphics. I've been trying to use my AV-4u (aka Neway, aka generic Chinese fly-by-night, LCD for dirt cheap everybody now) touchscreen monitor with any of the VIA graphics drivers.
My AV-4u monitor appears to not supply any EDID info (checked registry and used "moninfo" program).
As long as I use the generic VGA default driver in Windows XP, I'm OK, but after installing the VIA CN700 driver, my VGA port will usually turn completely off while windows is booting up. I don't know if it's a driver issue or something that Windows is doing in response the "bad-EDID".
The VIA driver works fine if I have my other monitor connected. This monitor, however, provides good EDID info.
Anybody else have such a problem? Just because a monitor isn't VESA compliant, shouldn't cause Win XP or VIA drivers to spoil their britches and turn off the VGA port. Maybe the whole graphics adapter is shutting off. I don't know.
I hate the way Microsoft tries to automate everything so that, ostensibly, monkeys can run a computer, but they fail to appreciate that when the automation scheme fails, as it ALWAYS will, end-users will be needing to take manual control. Microsoft, however provides no manual control options, so unless you're a computer geek extraordinaire by trade, you're gonna have to buy all-new everything, which is what the global MS tyrants probably want.
