That board may not support Win ME. Time to upgrade. Chris.

But why IDE and INF drivers are installing well? Device manager doesn't find "CPU to AGP controller" only

As what Chris mention, most likely this mobo doesn't support win me, tbh....nowsaday ppl seldom use win me, looking at ur mobo manufacturer web site, most of it's driver are mean for win 2000, xp, 2003 etc, it didn't even mention win me.
Grab urself xp or 2k and i'm pretty sure ur issue would be resolved in no time

The primary reason that newer motherboards could not support an older operating system like 98/ME are the lack of 98/ME drivers for newer hardware devices. Since VIA has 98/ME drivers for all VIA devices on this board, its a non-issue.
The secondary (and less significant) reason is the newer ACPI BIOS support that an older operating system couldn't properly decode. This can usually be solved by disabling APIC support in BIOS, while leaving ACPI enabled. Note the difference between A-P-I-C and A-C-P-I:
APIC = Advanced Programmable Interrupt Controller
ACPI = Advanced Configuration and Power Interface
If there are still problems, try disabling both ACPI and APIC in BIOS, leaving only APM enabled (if available). Many modern BIOS still have legacy support for good-old PNP BIOS 1.0a and APM 1.2 supported by 98/ME. In fact, ECS states precisely this in the specifications.
The 98/ME AGP driver from the Hyperion Pro package is correct for the VIA P4M800PRO. There is some reason that the AGP driver is not installing or functioning correctly, and it is not because the motherboard is "too new" (an old chipset doesn't get newer just because you put it on a newer motherboard).
What are the rest of your hardware specs (e.g. RAM, CPU, et. al.)? Are you receiving any error messages?
"Can't install driver" is not enough information about your problem.
