Some additional information would be helpful. Such as did you upgrade to Vista from Windows XP? If so, did the problem first appear under Vista or before?
Have you tested the graphics card in another computer? What is the make and model of your motherboard? Do you have the latest BIOS? Have you tested a previous ATI driver version?
For the past few driver versions, ATI has acknowledged problems with some AGP cards and has recommended installing an older version until ATI is able to find the cause and/or solve it in a future driver.

Fix for "importand files missing"
This appears to be caused by a failed install attempt, this will happen if you attempt to install from the .zip file or a network share.
Run the "secret" silent install (intended for use by a system admin). These commands are in the readme.htm file but it does not mention that they will fix the above error.
This will repair the damagae caused by the failed install and allow you to proceed.
setup.exe -s /z"kompnt:VIAMACH

I'm trying that way to install.
I don't install from ZIP or network share. I extract the content of ZIP to folder. And I execute the setup.exe and show me the error.
PS; I try that way to silent install. How I know what drivers have been instaled?
*sorry my poor english*
