Default programmable logic

Hello

I am being hacked by flasher hackers (they flash almost anything with a eeprom) and in order to make things simpler for me I reverted to an old computer with as few processors on the motherboard as I could find. The chipset on the motherboard (Soltek) contains a VT82C694X VT82C596B. After flashing the motherboard and attaching a new harddisk (they flash those also) the hack did not go away. My question to you is:
Does the chipset contain any FPGA-like structures and are these reprogrammed when installing a 4 in 1 driver ?
