Where can I find a driver for a PCI-controller with 3 USB-ports with a VIA VT6201-chip? Is this card for USB 2.0???

A driver for what operating system? If Windows XP, it is provided by Service Pack 2 or later. For Vista, it is provided by Vista.

For Windows 9x/ME: latest driver

Yes, this chip supports USB 2.0.
