dxwolf,

I have a feeling you dealt with a level 1 tech support moron. I will bet you my system that your power supply is not the culprit.

You see, when people can't solve your problem, the easiest thing to do is either blame the psu, or blame the ram, it just boils down to ignorance on their part, since *they* can't admit they have no idea, so let's just blame random hardware.

I've been doing this long enough to have seen it time and time again.

With that said, I'm going to pm you how to get directly in contact with a guy from XFX support, so you can deal with a living, breathing person.

Check your pm box

Alright, your video card is drawing 43 watts, which your pci-e slot, not a problem since the pci-e can distribute up to 75 watts to the card.

If you can play games such as Tomb Raider, you'd also see the throttling, it would happen anytime you went into 3-D mode.

Shall we stop this nonsense about the psu now?

Edit:As mentioned, your 3D'06 is normal for your set up, nothing odd about it at all.

Let's throw this into the mix as well.

What is a good 3dmark06 score these days??

3D Mark 06 = 2151

My System:

P4 3.2 w/HT, 2mb L2, 800mhz fsb
X1650Pro 512mb DDR2, 8x AGP (oc'd to 661.5 core / 463.50 memory using ATI Tool 0.27)
2gb PC3200 400mhz Patriot mamory
Antec 550W PSU
WD 80gb 7200rpm HD
Seagate 160gb 7200rpm HD

My video card was lagging on the first 2 tests (6 fps average), but the CPU really bogged down in its tests (>1 fps average). However the 2nd set of tests for my video card was averaging 14 fps. Aparently my video card is better at HDR.

Please note that in games like World of Warcraft I generally get 60fps and in a busy city I hold about 42. And Oblivion runs without any issues at stock settings.

Well seeing that scores put me thinking in the fact that if my scores are normal for my hardware Then I supose Unreal engine 2 (or 2.5) games have a big problem with nvidia cards.

I know there is some stuttering issues with nvidia cards series 8xxx under XP, but the drop of frames arent constant like in my problem.

I think now, considering all the facts I've been reading here, that if I can play games like Tomb raider ( the newest), PES 2008,reasanobly, and only fails in a game like UT2004, with low framerate, wich has Unreal engine (2.5 i think), makes me think that nvidia has some issue with that engine gam... AND PLUS +++++ Americas Army is another Unreal engine 2 (or 2.5 not in the newest 3.0 version of the game, wich has the new UEngine 3) game. Game that I also dont play with a lot of frames ....

What I can do know, is maybe try to find other unreal 2.5 engines games that needs the kinda hardware I have and also test if same thing happens....

EDITED -

WEll something is really not right, I teste a game called FarCry same year of Ut2004, and that game autodetects the textures quality of graphics i should use in the game, ande it says LOW :-S... but ok, I teste in medium and also low quality and damn sometimes the frames drop to 8... when im moving around the frames are between ~20-25 this is getting bizzar.... i mesured the frames with FRAPS. By the way this game is a NON u2 engine game, so i guess my theory might be wrong :-S

I don't know.
Generally all VIA chipsets and Geforce 8,9 card series
= Big Trouble (low preformence, incompatible, etc.)

You must try, but be careful do not load too old BIOS.

Alternately Contact from ASRock support.

PS.Sorry, my english is very, very bad.
