Yep, Zaapa appears to be one of the El Cheapo vendors who just rebrand mass commodity products (private labeling).
Some reputable brands that strike a good balance between quality and affordability are Fortron Source (FSP), Sparkle Power (SPI), Antec (except its Basiq line), Cooler Master, Thermaltake, and E-Power (TAGAN's value brand).
Most of those companies also have premium lines that sacrifice some affordability for higher output, quality, and features, to compete with more pricey 'high-end' brands like Seasonic, Enermax, Corsair, TAGAN, PC Power & Cooling, and Zippy/EMACS.

All advertised PSU watts are not equal. This 400W PSU would be sufficient:
SeaSonic SS-400ES ATX12V/EPS12V 400W PSU
This 400W PSU would not:
PowerKing PSPK400 ATX12V 400W PSU

Well, unfortunatly at this time i cannot afford to buy a new PSU speacially if im not sure if the reason of the problem is that :-( I will try to contact some of my friends to see if they have a PSU that I can test for an hour and see if the performance increases (PSU with at least the 20A in the +12v, of course). Supposing that the problem is of my PSU, that makes games like UT2004 have 15-18 frames/s?

If the PSU is not up to the task the NVIDIA drivers will clock your card back to a speed the card can run at with the power it is getting. Vista will not tell you it is doing that but XP will.

Im using Xp, How can i check if the nvidia drivers are clocking my gpu back for the power im getting?? is there any software to check that?

Also contact ASRock support and ask if they have validated GeForce 8-Series like 8600GT with P4VM890. This could just as well be a BIOS glitch.

I did that, and they said is compatible, they told me to disable the CPU thermal throttling, but didnt help either...
about a software that detects if nvidia drivers are downclocking my Graphic card in windowsXP.. any ideias? is there a software? or how can i see if that is happening?
PS- about the memory test I performed 8 tests, (more then 2 hours) with no erros.. so if the first 2 test passed with no errors and the next also with no errors im can be sure this Memory didmm is Ok.. so no memory prob :-s

PS- I never worked with sandra software, but I checked the video adpater icon and says in widh 16x/16x at a speed of 2.5gbps. so i guess it is working at 16x.. is it because of such speed that the cpu is acting badly? (if its the cpu fault of bad preformance of course ...)
The nvidia drivers are the oficial 169.21 drivers.

I hate to break the news to you, but your 3D Mark score looks perfectly normal for your system. The typical Pentium 4 clocked at 3000-3200 scores around 900 points.
So with your at 2600 MHZ ,500 points or so sounds well withing range.

Just a FYI, IMO there is nothing wrong with your computer. You don't have high end components but rather lower end hardware by todays standard, thus your not going to get a outstanding score.
The good news is your PSU, Ram, CPU, GPU all seem fine.
If you want a better performing computer you would need to get at least a dual core CPU and a better motherboard and ram, bottom line.

I understand, but the fact is that im not looking for a better perfomance of new games, am just worried with the fact that with my hardaware i cant have good performance in a game like UT2004! thats the big ISSUE, in certain maps i have 17fps. That game is old, and with my hardware i should run it smoothly, so I was wondering if new PSU with the +12v with 20A at least will fix this cause my 400w PSU has only 16A in the +12v... I know recent games i cant play because of the cpu, but ut2004 I have more then 2x the cpu speed they recomend..

Ok, you were talking about your low score regarding your CPU in a previous post, but that seems fine. As far as your low FPS in UT4, I would blame that on your GPU. The 8600GT you have is by no means a high performance card, even with older games it may still choke if your trying to run those games on high settings with AA and AF on.
Your 8600GT is scoring what it should at in 3D Mark 06, so that tells me that there is nothing wrong with your card also.
So I really don't see how a new PSU is going to get you a higher frame rate, just not going to happen IMO.
I would make sure you have any latest patches for the game, you can try newer drivers (174.74 beta at NV's site), you can turn down the resolution or game settings, and/or turn off AA and AF.
